The above site has info on river flow / rainfall info. LCRA has 223 hydromet stations on the Highland Lakes / Llano River / Colorado River.
This website lets you sign up to be notified when LCRA is going to open Flood Gates.  For the Llano River you want to sign up to be notified when gates at Wirtz Dam are going to be opened.  For the Colorado, sign up to be notified when Buchanan Dam gates are going to be opened.
